In Call of Cthulhu, as with pretty much all RPGs, the character you play has two components:
1 - a background detailing who he is and what he's about. We're handling this in the other thread.
and
2 - a set of numbers representing his attributes and abilities; his chances of success when resolving conflicts, whether they be conflicts through combat, through conversation, or even just everyday challenges. That's what this thread is for handling.

STEP TWO
You will now assign point values to your character's attributes.
Attributes are defined as follows:
Strength (Str) This is your character's muscle prowess. Strength combines with Size Attribute to help determine damage bonuses when using hand to hand weapons. It also enhances certain physical-based skills.
Dexterity (Dex) This is your character's physical agility. It's value enhances both dodging and striking skills, as well as any other skill based on balance.
Constitution (Con) This is your character's overall well-being. Constitution combines with Size Attribute to help determine your actual health value. Constitution enhances endurance-based skills.
Appearance (App) This is your character's physical appearance. This value is critical when interacting with others and enhances (or penalizes) conversational / persuasion skills.
Power (Pow) This value helps determine your character's state of mental health, as well as magical resistance and luck.
Education (Edu) This value determines your character's general knowledge skill. It also determines the Career skill point total, which are applied to career-based skills during character creation.
Intelligence (Int) This value defines your mental acuity and awareness. It also determines the broad skill point total, which are applicable to any skill during character creation.
Size (Siz) This value defines your character's physical size (height, girth), and applies to both damage bonuses and health. It also applies in character interaction.
The numbers you provided were randomization seeds. I used them to roll 26 six-sided dice, then discarded the lowest 4 numbers to generate 22 numbers for each of you as follows:

Raise your Int and/or Edu. They determine your Skill Points, which will be applied to your skill percentages (next two steps).

I was kind of hoping Obbi was going for the sort of Gabe character from the PAA:OtRSPoD games. Punching devils to death. Me too, but when he tries to roll his Punch Skill and constantly misses, he'll be disappointed. Anyway, I do see Obbi playing the big lug / driver / guy with crowbar. The rest of you will have to make up for him in the brains department. If he leaves them as-is, he'll probably be fine, though.

The system is thusly:
Skills are percentages.
Skills start at either set values (for obscure skills) or based off attributes for general skills.
Skills are enhanced through applying skill points during character creation.
Skill Points derived through EDUcation are only applicable to those skills which are based on your career.
Skill Points derived through INTelligence can be applied to any and all skills.
EDUcation gives you more skill points per point of attribute than INTelligence does.

(X) indicates the skill is player-defined and may be selected several times. Backup Skill refers to a skill that might be used in place of the skill stated. Accounting - look at a sheet of numbers and know how they were spent. Bookkeeping. Airplane Maintenance - put your arm in an airplane and fix a problem. Backup skill is Mech. Repair. Anthropology - interpret societal behavior and predict mannerisms. Archæology - accurately retrieve and identify ancient artifacts and civilizations. Art (X) - talent with a player-defined art skill to produce non-tangible result (acting, music) Astronomy - look in the sky and identify stars / heavenly bodies; Backup skill is Navigate.
